Matthew has a broad range of experience in both contentious and non-contentious aspects of town and country planning for clients in the commercial, industrial and residential sectors. Matthew’s contentious work relates to planning appeals, enforcement and judicial review, whilst his non-contentious experience includes negotiating and drafting section 106 and highways agreements. Matthew also regularly assists with specialist infrastructure projects under the Planning Act 2008 (NSIPs), as well as advising on permitted development rights, certificates of lawfulness and environmental impact assessment.

Experience

• Advising clients in relation to Nationally Significant Infrastructure Projects and applications for Development Consent Orders, including advising Associated British Ports in relation to the proposed construction of additional Roll-on Roll-off cargo berths at the Port of Immingham.
• Advising Project Genesis in connection with an appeal by way of public inquiry for a proposed energy from waste facility in County Durham.
• Advising Peel L&P in respect of proposals for a world class golf course and resort (capable of hosting the Ryder Cup), including the development of over 1,000 homes at Hulton Park, Bolton.
• Negotiating section 106 agreements on behalf of clients such as Grainger plc and Regal London in respect of complex phased residential developments.
• Advising various clients in connection with claims for judicial review and enforcement action.
